FASHION DILEMMA: IS IT A SKIRT OR PANTS?

Guys, this is a quick post. I need someone to help me out.... I saw this picture and i was like 'lovely skirt' but as i looked closer and i think i see that it is a trouser. I am not absolutely sure.

As a skirt, i really like it but as a trouser, not so much. Can anyone tell me which it is?
